A former government adviser turned businessman, Zhang Biqing thought it would be a good idea to turn the rooftop of the 26-floor apartment building he lived in into a grand mansion.
This illegal project took six years to build, and may compromise the structure of the apartment complex, as the materials used are quite heavy.
Residents have raised concerns, but have been hushed up with threats and harassment, according to local newspapers.
As Zhang is well-connected, this grand villa has remained, although the attention from the media has forced officials to step in, giving the businessman 15 days to demolish his house.
Despite safety concerns, this mansion is quite grand and is adorned with giant ornaments, a series of walkways, accompanied with trees and shrubbery.
